Ethel Okosuns

Lead Policy Expert

Ethel Okosuns is a policy and governance expert with extensive experience in sustainable development, governance strategy, political intelligence, and grassroots-focused development initiatives.

A graduate of the London School of Economics and Political Science (University of London), she specialises in policy development, strategic planning, sustainability, energy transition, and inclusive governance systems. She also completed the Energy, the Energy Transition, and Geopolitics programme at Harvard Kennedy School, strengthening her expertise in global energy policy and governance.

With over a decade of experience across policy analysis, programme implementation, stakeholder engagement, and community development, she has led and supported initiatives focused on governance reform, sustainable development, public sector strategy, and institutional impact.

Chioma Orakwue

Chioma Orakwue is a lawyer, strategist, and policy advisor with a multidisciplinary background spanning law, governance, business strategy, and stakeholder engagement.

She was called to the Nigerian Bar and holds an LL.M in International Commercial Law from the University of Nottingham, as well as an LL.B (Hons) from Coventry University. Her work sits at the intersection of policy, political strategy, governance innovation, and institutional development, supporting organisations and public sector initiatives to design scalable systems, strengthen governance frameworks, and drive sustainable impact.

She is particularly passionate about advancing evidence-based governance, strengthening institutions, and supporting policy-driven development as critical drivers of inclusive growth, innovation, and long-term societal transformation across Africa.

Samuel Onatuga-Isichei

Governance Innovation, Rural Development & Media Strategy

Samuel Onatuga-Isichei is a public policy strategist, service design expert, and governance innovation specialist with over a decade of experience spanning public service, youth development, civic engagement, and institutional strategy.

A graduate of the University of London with a BSc in Politics and International Relations, he operates at the intersection of human-centred design, governance systems, and public policy, applying systems thinking and service innovation to improve institutional effectiveness and citizen experience. He has worked extensively with global institutions including the World Bank and the British Council, leading high-impact civic and development initiatives focused on governance, capacity development, stakeholder engagement, and public sector transformation.

He previously served as Executive Assistant to the Special Adviser to the Governor of Lagos State on Civic Engagement, and as Project Lead for the Lagos State Office of Civic Engagement, where he designed and implemented citizen-focused initiatives that reached thousands of residents through iterative, people-centred service delivery models.
